Darwin measures the unmodified repository before judging any update. This shows what that measurement covers here, and what it leaves out. It never blocks an update by itself.

How to fix it: Cargo.toml [patch.crates-io] names ../index-proto, which no step creates before the build. Add the CI step that checks it out (for example a second actions/checkout with path: index-proto), or publish index-proto to a registry.
