Patch and minor updates of one manifest with nothing flagged share one validation and one PR.

Major versions

Propose majors as their own PRs, or hold them for someone to open from the inbox.

Paths are repository-relative. deniedPaths always win over allowedPaths.

No changes

Settings live in your repository. Saving opens a pull request against .github/dovel.json. Your team reviews it like any other change, and the history stays in git.
